post office boxes and voter id?

I've had my PO box for eight years. Yesterday when I picked up my mail there was a three-page notice from the Post Office informing me that in order to keep my box, I have to reapply for it. I have to fill out a two-page form, reselect the box I already have, and present two (2) IDs--one photo ID proving that I am who I say I am, and one proving that I live at my physical address. WHY?

And it's too much of a burden to require a photo ID to vote???

For the privilege of renting a box to keep my mail from being stolen and vandalized as it had been when my mail box was out on the road, my box rent has been raised from $60/year to $100/year in just over six years. That, of course, is not counted as inflation.

Election day is November 6.
