ICE chief of staff resigns after allegations of lewd conduct

A top official at Immigration and Customs Enforcement has resigned following allegations by several subordinates of lewd behavior. 
ICE Chief of Staff Suzanne Barr submitted her resignation in a letter, obtained by FoxNews.com, to ICE Director John Morton. She rejected the allegations against her as "unfounded" but said she didn't want to distract from the agency's mission. 
"In recent weeks, I have been the focus of unfounded allegations designed to destroy my reputation, but of greater concern however, is the threat these allegations represent to the reputation of this agency and the men and women who proudly serve their country by advancing ICE's mission," Barr wrote.   
"As such, I feel it is incumbent upon me to take every step necessary to prevent further harm to the agency and to prevent this from further distracting from our critical work. Therefore, it is with great regret that I submit my resignation as Chief of Staff for Immigration and Customs Enforcement." 
The resignation comes nearly three weeks after Barr went on leave over the allegations. The questions about Barr's conduct were first raised in a lawsuit filed by an ICE official against Department of Homeland Security Janet Napolitano -- the lawsuit, which alleged discrimination and retaliation, listed among the complaints that Barr cultivated a "frat-house"-style work environment. 
That accusation was supplemented by two affidavits recounting incidents allegedly involving Barr in 2009. 
In the affidavits, one of the ICE employees claimed that in October 2009, while in a discussion about Halloween plans, the individual witnessed Barr turn to a senior ICE employee and say: "You a sexy" (expletive deleted). 
"She then looked at his crotch and asked, 'How long is it anyway?'" according to the affidavit. 
"Several employees laughed nervously," the affidavit said. The names of the workers making the claims were redacted. 
The other account recalled a trip to Colombia in late 2009, attended by Morton, Barr and Ray Parmer, who is ICE special agent in charge for Homeland Security Investigations in New Orleans. 
The account said Parmer and Barr were "drinking heavily" at the house of the deputy chief of mission for the U.S. Embassy there. It said Parmer took the BlackBerry of another employee, Peter Vincent, and sent "lewd messages" to Barr. 
The affidavit went on to say: "During this party, Suzanne Barr approached me and offered to" perform oral sex. 
In her letter to Morton, Barr defended herself and said the accusations are not true. 
"With time I am confident that the truth will prevail. The allegations against me are unfounded and without any merit, and I am confident that my reputation will be restored," she wrote. "I am equally confident that the agency will continue to flourish and grow. The men and women who risk their lives will continue to enjoy great success and I hope that my resignation will allow them to again focus on that which is most important." 
Before joining ICE in January 2009, Barr worked under Napolitano while she was governor of Arizona, serving as director of legislative affairs. 
Republican lawmakers have taken a keen interest in the case, questioning what it says about the culture at ICE and DHS. 
"The resignation of Suzanne Barr raises the most serious questions about management practices and personnel policies at the Department of Homeland Security," House Homeland Security Committee Chairman Peter King, R-N.Y., said in a statement. 
He said his committee would "intensify" its review of the case and "DHS personnel practices across the board."

Feds move to strike lewd details from Homeland Security sexual-discrimination lawsuit

WASHINGTON — The feds have asked a judge to strike from the public record the most “scandalous” details of a bombshell sexual-discrimination lawsuit against Janet Napolitano and the Department of Homeland Security that refer to oral sex and an odd bathroom prank.
The lewd details are included in senior law-enforcement official James Hayes’ suit claiming retaliation anti-guy bias.
The filing claims top immigration aide Suzanne Barr “humiliated” a male employee by calling him in his hotel room and screaming that she wanted his “c--k in the back of [her] throat.”
It also states that Barr, a close adviser to Homeland Security Secretary Napolitano, who went on leave this week after the suit appeared,, “rewarded those male employees who would play along with her sexually charged games.”
The pranks allegedly included moving three male employees’ office equipment, including computers and name plates, into a men’s bathroom.
Those details, says a government motion to dismiss the suit, “serve only as an attempt to embarrass or harass senior government officials” and therefore “should be stricken from the public record.”

New York’s top Department of Homeland Security cop is suing Department of Homeland Security Chief Janet Napolitano in an explosive but heretofore unnoticed federal lawsuit alleging Homeland Security employment discrimination against straight male agents by Napolitano (READ the federal complaint) in favor of her lesbian girlfriend and sexual harassment of male agents by Napolitano’s handpicked Immigration and Customs Enforcement (ICE) Chief of Staff, Suzanne Barr. The lawsuit alleges that Barr demanded a male ICE Special Agent engage in oral sex with her and that she relocated three top male ICE agents’ offices to the men’s bathroom at ICE headquarters. All of the alleged misconduct was the behavior of Barack Obama’s hand-picked people running the Department of Homeland Security, who’ve created a hostile work environment for straight male agents, a story I recently broke on this site.
Many of the key allegations are stories I’ve broken on this site over the years, and the federal civil rights lawsuit gives more details. The 21-page federal federal complaint was filed in late May by New York Special Agent in Charge of Immigration and Customs Enforcement (ICE) James T. Hayes, New York’s top Homeland Security official. He was previously the ICE Director of Detention and Removal Operations, in charge of the deportation of illegal aliens around the country. It’s not every day that a federal official at that level files a lawsuit against the head of his agency.

The lawsuit further elucidates several stories reported on this site about discrimination against straight male Homeland Security officials in favor gay officials, includingNapolitano’s girlfriend, Dora Schriro. As I noted, Schriro had zero experience in law enforcement, and yet, she was appointed ICE Policy Director and set the current Obama immigration enforcement policy of not enforcing immigration laws. (Schriro, who made a mess of Arizona’s prisons and empowered violent prisoners against prison guards, is now making a mess of New York’s prisons, a cushy job Napolitano got her so she could be close to a sick relative in New York.)
The suit also contains confirmation of another story I broke on this site, the sexual harassment of male Homeland Security Agents by ICE Chief of Staff Barr, who is known as “Suzy ‘Stripper Pole’ Barr” because Ms. Barr jokes that a building structural support in her office is a stripper pole, and she constantly harasses male agents in the vicinity of the “stripper pole,” including, sources say, dropping items and demanding the agents bend down to pick them up. Barr was brought to the Department of Homeland Security from Arizona by Napolitano and installed as ICE Chief of Staff. She was previously Napolitano’s Chief of Staff in the Arizona Gubernatorial office and has absolutely no law enforcement experience. Agents say that this bimbo, Barr, is the person really running ICE (the Department of Homeland Security’s largest agency), not Obama appointee John Morton, whom Napolitano didn’t want in charge of ICE. The “Fifty Shades of Grey” books ain’t got nothin’ on this pervert-ette. The suit states,
Barr humiliated another male employee by calling that male employee in his hotel room and screaming at him that she wanted ‘his c-ck in the backof [her] throat.
It goes on to say,
Barr covertly took an ICE blackberry [sic] device assigned to a male Special Agent in Charge and set a Blackberry Messenger message to his female supervisor indicating that the male employee had a crush on the female supervisor and fantasized about her. These actions and others . . . were all taken to humiliate and intimidate male employees. . . . Barr promoted and otherwise rewarded those male employees who woulod play along with her sexually charged games including the three male employees whoseoffice she relocated to the men’s bathroom at ICE headquarters.

ICE chief of staff on leave after new allegations of lewd conduct surface

The top Homeland Security official accused of cultivating a "frat-house"-style work environment has "voluntarily placed herself on leave" amid an internal review, the department told FoxNews.com late Tuesday evening -- just hours after FoxNews.com contacted the agency about new allegations against her. 
Two more Immigration and Customs Enforcement employees came forward this week to complain about "lewd" conduct inside the agency, submitting sworn affidavits that depict graphic comments made by two top officials working under DHS Secretary Janet Napolitano. 
The affidavits were given as part of a discrimination and retaliation suit filed earlier this year by James T. Hayes Jr., the head of the New York office for Immigration and Customs Enforcement. 
The two new affidavits described separate incidents in 2009. Both accounts described the actions of ICE chief of staff Suzanne Barr, who was also mentioned in Hayes' lawsuit. 
ICE Public Affairs Director Brian Hale said in a written statement that the department would respond "directly and strongly" to the lawsuit in court, but noted internal measures were being taken over the claims against Barr. 
"ICE has referred these allegations to the DHS Office of Inspector General and the ICE Office of Professional Responsibility for review. Ms. Barr has voluntarily placed herself on leave pending the outcome of this review," ICE Public Affairs Director Brian Hale said in a written statement.

The two accounts were submitted this week to the defense attorney in the case Hayes filed against Napolitano. 
A DHS spokesman had previously described the allegations in the Hayes suit as "unfounded." 
Attorney Morris Fischer, who represents Hayes, told FoxNews.com his team is in the process of gathering more evidence. 
"People are coming out of the woodwork on this because this is such a serious matter and people want to see this agency's mess cleaned up," he said. 
While Napolitano is named as the sole defendant, Hayes' suit focuses on Barr and Dora Schriro, who joined DHS in February 2009, five months after Hayes was promoted to director of ICE Detention and Removal Operations. 
Hayes claims Schriro, who was brought on as a special adviser to Napolitano, was not qualified for the job because she lacked law enforcement experience. Hayes maintained Schriro enjoyed a "long-standing relationship" with Napolitano, and soon pushed him aside "because of this relationship (with Napolitano) and because he was not female," the suit says. 
Schriro previously led the Arizona and Missouri corrections departments. She has since left DHS and now serves as commissioner for the New York City Department of Correction.

Looks like the Department of Homeland Security could be renamed the Department of Hyper Sexuality.
A blistering federal discrimination suit accuses agency honcho Janet Napolitano of turning the department into a female-run “frat house” where male staffers were banished to the bathrooms and routinely humiliated.
James Hayes Jr., who now is New York’s top Homeland Security cop, claims Napolitano filled top spots in Washington, D.C., with two of her gal pals who were bent on tormenting male employees.
The suit identified them as Dora Schriro, who is now running the city Department of Correction, and Suzanne Barr, the chief of staff for the U.S. Immigration and Customs Enforcement.
Soon after Schriro and Barr were hired in January 2009, male staffers were treated like lapdogs, Hayes claims.
Barr “moved the entire contents of the offices of three employees, including name plates, computers and telephones, to the men’s bathroom at ICE headquarters,” the suit says.
Barr also stole a male staffer’s BlackBerry and fired off a message to his female supervisor indicating that he “had a crush on [her] and fantasized about her,” Hayes claims.
Sometimes, Barr took a more direct approach. In one case, she called a male colleague in his hotel room and screamed at him using sexually humiliating language, the suit says.
Hayes claims that after he reported the abuse to the Equal Employment Opportunity office, Napolitano launched a series of misconduct investigations against him.
Hayes claims he was denied a prized promotion and systematically pushed aside while working out of ICE’s Washington office. The suit says Schriro was named the special adviser to Secretary Napolitano on Detention and Removal Operations and began to replace Hayes at meetings despite having no “experience in managing a federal law enforcement department.”
Schriro did, however, have a “long standing relationship with [Napolitano],” the suit says.
Hayes, who is seeking relief for $335,000 in damages, was named the special agent in charge of ICE’s New York field office in Oct. 2009.
ICE Director of Public Affairs Brian Hale blasted the suit, which was filed in May and first reported by the blog, debbieschlussel.com.
“ICE doesn’t comment on unfounded claims and will respond to Mr. Hayes’ allegations as appropriate through the judicial system,” he said.
A Department of Correction spokesman denied claims that her relationship with Napolitano figured into her hiring.
“Commissioner Schriro’s selection and service at DHS was based on the merits. Any suggestion to the contrary is false,” spokesman Robin Campbell said.
